1. The Treasurer provided the following report for this meeting – We presently have an ending balance of: $649.38.2. Wednesday, Aug 18th, is the date scheduled for the monthly pizza luncheon.
3. Elections will be held next month. An email will be sent with all the details next week.
4. Dues are due by Oct 1st. The amount is $24.00 annually.
5. Discussion was held on a membership drive during October – November timeframe. Details will be finalized at the next meeting.

President: Opening Comments:

1. The Treasurer provided the following report for this meeting – We presently have an ending balance of: $1,137.92.2. The DSCR Officers donated $125.00 to the organization.
3. Wednesday, May 19th is the date scheduled for the pizza luncheon.
4. The cookout is scheduled for the VA Hospital June 5th. Cooking will began between 11:00 and 11:30 and the food will be served between 1:00 and 3:00. Larry will send an email after all the necessary information is confirmed.
5. A Certificate of Appreciation was presented to the organization from the “Mountain Warrior Battalion” located in Beckley, West VA, dated April 16, 2010. Tim will scan and post the award to the website.

OLD BUSINESS:

1. A sign has been made to put up when donations are being solicited. You can see the new sing at the Classic Cruisers Car Show this weekend.2. The organization was nominated for the 2010 “The Spirit of Hope Award’. Tim Farley did an excellent job of ensuring all the paperwork was in order. Larry submitted the award paperwork on March 1st.
3. The POW/MIA Table has been re-located to the corner of the lunchroom by the Jolly Elk Room for better visibility.

NEW BUSINESS:

1. The Classic Cruisers Car Show is scheduled for the weekend (10APR10) from 0900-1500. We have volunteers for the morning and are looking for additional members for the afternoon. The Car show is at the Nazarene Church, 6851 Courthouse Rd, Chester.2. Pizza luncheon is scheduled for 21APR10. Larry is getting the pizza, Tim is bringing the sodas and Leon has the Plates, napkins, etc.
3. VA Hospital Cookout is scheduled for 05JUN10. We are planning a hotdog and hamburger menu with desert and entertainment.
4. Another clothing order is ongoing and will terminate on 15APR10 for processing. Come get what you need. Tim has the new 2010 catalog.

Phil, Larry and Jerry volunteered to help with the shopping or whatever is needed.2. The location of the POW memorial table will be moved to another location in the cafeteria for more visibility.

1. The Christmas went excellent! All worked out well thanks to Santa (Roger Crone), The Admiral's visit, THe Classic Cruiser Car Club Member, the therapy dogs and all the Association Members. I thought is was the best Christmas Party so far :)
2. Check the website, all the Christmas stuff is up.
3. Another big thanks to Red Knights Chapter 8 for their donation. I visited in person and we gave them a nice certificate of thanks in recognition.
4. I visited the Classic Cruisers Car Club and gave the a Certificate of appreciation for the money donated to fund the Christmas Party. I was a fun visit :)
5. The Classic Cruiser Car Club is asking for us to host an award plaque at the next car show in April. This was voted on and approved.
6. Tim is working a sign project. We voted and approved for one sing 2" x 4", identical to our business card, to use at functions. Not to exceed $120.00. He is waiting on a quote at this time.

2. The Christmas activity is scheduled for December 16th. Christie and Larry were not able to get commitments for a Santa. Larry and Charlie will check to see if they can contact someone. Larry indicated that we will anticipate and prepare for 15 patients during Christmas. Susan is not able to purchase the items needed for the Christmas stockings this year. Larry E. volunteered to purchase the Wii games. Tim has the stockings. Leon and Andy will purchase some items and a team will meet December 9th, 1000hrs in the cafeteria to stuff the stockings.

1. The Treasurer provided the following report for this meeting – We presently have an ending balance of: $949.65. There were three generous donations from the following: Marty Wright’s Classic Cruisers Car Club - $2,000; Christie Bowers’ bike organization (Red Knights Chapter 8) - $500.00 and Wendell Bibbs church (Name?) - $100.00. There is a stipulation from the Classic Cruisers Car Club that their donation be provided for Christmas stocking stuffers, Wii game(s), etc. that are issued to the McGuire’s Hospital VA veterans.2. The Christmas activity is scheduled for December 16th. Volunteers are needed to purchase and stuff the stockings prior to the Christmas activity. Christie will check with ‘Santa’ to see if he can join us. Larry indicated he will also check. The plans concerning the activity will be finalized during December’s meeting.
3. Wednesday, November 18th is the date scheduled for the VA Hospital’s pizza luncheon.

1. We have a box of hamburgers left from the Picnic. Larry has them on ice. Though the picnic achieved it goals as we signed up another 5 members, it is felt the turnout by the members was weak and we miss additional opportunities for new members.
2. Pizza Lunch set for 14OCT09. Talked to Paulette Beasley at the VA Hospital and asked that staff hold off on lunch until all Vets and their families have finished their lunch.

2. WENDELL BIBB'S BAND: Under new management and we should be able to book them into our next event! Wendell is their new Manager :) Go Wendell.
3. WOUNDED WARRIOR PROGRAM: Wendell Bibb is asking for assistance from the Association to Coordinate Fishing excursions at Fort AP Hill for the "Wounded Warrior" Program. He is gathering additional information and will bring to the next meeting. Sound like a good thing to the Association to be involved with. Would only be a 2 or 3 time per year event.

5. ACTIVE DUTY MEMBERS ON BOARD: DSCR Active Duty Officers and Enlisted are showing a big interest in coming to the Pizza Lunches. Tim Farley has gotten the enlisted email addresses and LtCol John Smith (for the Officers). LtCol Smith has put out the challenge :)
6. PRESIDENTIAL PLAQUE: The President's Desk Plaque was ceremonially passed to the new incoming President; Larry Waichulis.
7. 2009 CHRISTMAS PARTY: This year it has been proposed we throw a party with the traditional stockings but instead of a $50.00 bill in the stockings, let's buy the Ward 2B Leisure Room a Wii System.

This time especially, having written your own personal check! Honestly, if it were not for patriots like you, we could not do all things we do at the hospital! Your monies are going directly to the veterans in the form of "Comfort Food". As you may imagine, the sterile environment at the hospital is tough on the guys. They will furnish a drink cart to us. The driver will have to sign away his/her life and 1st born son to operate it.
We must buy the beer for the cart from them.
We can furnish our own sodas/candy/snacks, etc. to sell
We can sell "Mulligan's" to add $ to the kitty.
We will need:
4-1st place trophies
4-2nd place trophies
4-3rd place trophies
4- donkeys asses (last place)
1- Long Drive prize
2- Closest to the pin prizes
I may be able to get green fees coupons for prizes also.
Maybe one of our sponsor(s) would donate an item(s) to raffle off and/or
use as prizes, or purchase our trophies.
So……………We must charge $32.00 +$7 + $(trophies) +$(prizes)
My own personal opinion is we charge them no more than $60 per person entry fee, and go for raffles/mulligan's/sodas/snacks to make money. I have no clue as to the cost of the trophies.
Gary is sending out final notice of event to gauge interest before committing to or cancelling event.

1. OFFICER NONINATIONS: Nominations have been close with a huge nomination list. Over the next 10 days the president will be making some phone calls to commitment from nominees then a slate of new officers will be forwarded, via email, to the membership for a final vote.
2. NEW MEMBER: We have a new Member: Bishop Hart. Please join me in welcoming him to the Association :)

3. We have decided to move the VA Hospital Spring Picnic to the first or second. Leon is sending an email to the Hospital to confirm the new date.
4. Two bands (Dr. Chirkinian) lined up to play at hospital. We've tried
contacting a few time but bands have not replied. Both are out for this event. We are exploring Wendell Bibbs Band possibility.
5. Car Show:
We put out the "Jug" and got $96.27 before the rain came. Great job to those who came out!

2. PETTING DOG: Sally Gorby has finished training with her pet dog and has approval from the hospital to make therapeutically visits. She currently has authorization to come to events we do in the Multi-purpose room but not yet the ward Pizza Luncheons. Sally has requested 2 shirts one for her and one for the doggy. We may consider Associate Membership for Sally at some time in the future as this progresses.
3. MEMBERSHIP DRIVE: Leon Martin is the Committee Chair for a membership drive. It will be a picnic format. Table till the spring (APR or MAY09).
4. TIME FOR COLTHES: Luther and Sally have requested clothing and it is time to run another order. Any member that is interested in coordinating the next clothing order can get the catalog from Melvin Green and the "How to" instructions from Melvin or Tim.
5. DUES: We are doing great on dues collection! 2 more members to go and we will be 100% for the year. Thanks guys and gals.

2. PATCHES AND HATS: Larry Evans has suggested that RAT III patches be procured in lieu of T-shirts. Mike Brown suggested getting hats to affix RAT III patches to and give those to Vets in lieu of T-shirts. This may be a good direction to go for cost reasons. More to come.

She has helped us before at an event and we may consider her for Associate Membership also.

Just a quick reminder to mark your calendars for September's monthly meeting at 1500 hours at the Pavilion behind the Barn. Thank you for your continued support towards this very valuable organization. Your contributions go along way to ensuring the organization is a success and that we maintain our momentum into our third year. Just a few notes:
1) September pizza party at VA - to be determined
2) Nominations for officers close 31 August. If you have not provided me with your nominations you have until the end of the week...31 Aug. I will send out the ballot next week with elections occurring through September 21st. Those elected will assume office 1 Oct 2007. Results will be posted hopefully before Sept 26th.
3) Socks, shorts, T-shirts, and sandals are in the AOR. Mike Brown is trying to determine the location of the items....hopefully we'll confirm delivery soon. Upon delivery, PAO wants to write an article recognizing the efforts of the RAT-III and VA Classic Cruisers for this project.
4) Plaques -- Plank members are entitled to plaques upon departure from the organization. Mike Brown is finalizing cost and we'll soon place an order and provide to our departed members.
5) September 11th and POW/MIA day are quickly approaching. Nothing formal is planned for the center. Do we, as a membership want to conduct a ceremony for one or both days? My thought was that we could at least perform the POW/ MIA ceremony.....I'm open to ideas. (Perfect opportunity to pay tribute!)
6) Dues are due in October.....Please renew your membership! If you are an active player in the organization you see the results of our visits and picnics at the VA and the thanks that is passed along for on base activities. If you are a silent member...one who pays dues but isn't actively involved, please be assured that the membership is using your dues wisely and that we appreciate your participation as a silent partner. Your contributions go a long way in ensuring the organization continues to thrive.
7) General Busch recognized the RAT-III at the last MILITARY Commanders Call and said that we are to be commended for our involvement at the VA. I'm sure that we have his support.
8) I believe that we are taking orders for shirts, hats, and jackets. If rumor is correct, Melvin Green is the point of contact for this project. Melvin, please provide a close out date for orders.

5. Bring You Son and Daughter to Work - Open Item. Please take a vote at the meeting if membership would like to do something. Based on e-mails the support, as a group is not there so I suspect this is a dead issue.
6. General Comments - Emotions regarding the activities we support run deep within our organization. As the President I'm informed of opportunities. It is my duty as the President to notify the membership of these opportunities and offer the chance to excel as a group or as individuals. (We have an outstanding reputation on the center and with the command staff because of our participation). I realize that every email that I send may not apply to the organization as a whole but it might be of interest to a single member; I would also not be doing my job if I held information. I respectfully request that in the future that if you feel that the endeavor I propose is not in our scope or duty, please respectfully state your objection. I would hate to loose a member because they did not agree with one event. Our goal is the same in the end...to reflect credit upon ourselves; the RATIII Organization, The SNCO Corp, and THE Defense supply Center Richmond.

Easter at the VA: From Marty Wright"Kay & I visited the VA Hospital Polytrauma Ward yesterday afternoon, we took 10 small Easter Baskets, each with an Easter card, a little candy and a $10.00 phone card. We also bought a tub of Easter cookies and Lori (my daughter) made a dozen home made Chocolate Chip cookies.
There were 9 patients in the Polytrauma ward; most of the patients are causalities from IEDs in Iraq with serious head injuries. They are at various stages of recovery from can't talk or walk, to those who are ready to go home, walking, talking and generally able to take care of their own basic needs. The Nurse's station kept the 10th basket to give to the next soldier to check in.
The soldiers were moved by our simple gift, one young Marine who lost both legs had his Mom at his bedside. He was moved to tears by this simple visit and small gift from strangers who he had never seen before. Kay almost lost it and hurried out of the room so he would not see her cry.
The Nurses we just super, one nurse escorted Kay and I to each room, Kay had to use a mask & gloves for one that is in isolation.
I have been married to Kay for over 30 years; I have never seen her so moved by anything.
It has an honor to be able to do this small thing for the soldiers on Easter.

CIVIL AIR PATROL VISITS/MENTORING: Currently working on sending letters to Commandants of the Civil Air Patrol Units expressing our interest in military experience speaking engagements and mentoring. Larry has offered for us to visit the Civil Air Patrol on several occasions. The RATIII Members in attendance have expressed the desire to make the Civil Air Patrol Visits/Mentoring a regular association event. Have not seen Larry in many weeks. Holding off on this issue until we speak to Larry again.
3. April Concert by Walt Street: RATIII will host a concert in the Multi-purpose Room from 1600-2100 on 20 April. Hamburger & Hotdogs are the main fare. Marty got a $25.00 donation from Food Lion, which was applied, to the event. Grill usage and Ice was donated by the hospital for the event. A big thanks to Walt Street for the entertainment.

1. Requested we get a firm date for the March pizza lunch at the VA (Tim Farley for action).2. Brought up for discussion a "Sandals & Sweats" donation request from a nurse in Iraq Theater of Operations. She has requested a donation of Sandals and Sweats (Flop Flops & Sweat pant bottoms) for soldiers wounded that had their clothing cut off. This would give the medical team access to postoperative clothing. Our intention is to obtain a Letter on Intent from the nurse (Brian Kovach for action). Settle (as a group) on a donation amount of money. Then have Marty approach his source for a whole sale purchase. Expect at this time a donation $400.00 to $600.00 for the items (as many as we can buy for that amount). To recover the donation cost RATIII plans another Applebee's dinner night and roll the proceeds back into the fund. Additionally, we anticipate internal cash donations from members. At the meeting some members wanted to donate monies on the spot. Thanks guys! Mike says we can fly the sandals and sweats to Iraq via a VR-56 transport to Bahrain then ship in theater to the Nurse in Iraq.

1. APRIL CONCERT BY WALT STREET: RATIII will contact the AV Hospital for use of their Multi-purpose Room. We have hosted this same event in the past. Walt has once again volunteered to play a concert for the whole hospital. RATIII Members will cook hotdogs and hamburgers for the event. Date to be determined.2. MAY RATIII PICNIC: Request was made for picnic coordinator (Brian volunteered) however he needs volunteers to execute the details (i.e. Rent pavilion, food shopping, get ice, setup, teardown etc.). Dusty requested this time the food theme for this picnic be steak and potatoes. All agreed that would be the primary food items with all the rest of the picnic goodies of course. Date to be determined.

1. Currently working on sending letters to Commandants of the Civil Air Patrol Units expressing our interest in military experience speaking engagements and mentoring. Requesting additional information from Larry on the letters.
2. Army Soldier at the VA Hospital has not gotten his Purple Heart. Discussions followed to offer ideas on how we could involve the RAT III in the presentation process. Have spoken to the Hospital First Sergeant and there is no additional information at this time. Charlie offered the idea for a Lieutenant Commander at Fort Lee that could do the ceremony. Additional recommendations were made for senior officers at DSCR also.3. 21 February is our next pizza luncheon at the VA Hospital.
4. Start thinking about the May Picnic.

3. A special thanks to Mary from the Classic Car Club as she donated $100.00 to directly support association efforts at the VA Hospital. The moneys will be used to provide pizza for the February lunch for the veterans of ward 2B (Poly Trauma). Thank you for your generous support to The RAT III Association :-)

1. Reminded membership about the hot rod club sponsored (big thanks to Marty) Christmas party on Sunday 10DEC06 at 1630.
2. Discussed further the subsidizing of Holiday Gala Tickets for 3 E-6 and below personnel here at DSCR. The final vote was a split decision however, 2 tickets were purchased by Randy Raymer and Larry Waichulis. The last ticket was purchased by a military fund.
3. Intends to carry on additional conversations about or charter as it applies to mentorship, due to the confusion about the Holiday Gala tickets for E-6 and below and future projects like this one.
4. Try to give a moment of silence for Pearl Harbor Day.
5. Next Meeting January 4th at 1500.

NEW BUSINESS:

MENTORSHIP: There were spirited discussions in the email traffic about Holiday Gala ticket subsidizing the junior enlisted troops (E-6 and below). There are obvious differences in individual understanding of our charter related to mentoring of the junior troops. This is understandable and needs to be discussed further. We do not want to let or generosity get out of hand and that we are not giving to other than legitimate needy/emergency situation. However, we also need to consider as leaders that mentoring is not always without cost too. We will bring this up for conversation at the next couple meetings to try and define our focus for donations in both areas. If we can not resolve through conversations then we will commission a committee to investigate.

Blue Star Memorial MarkerThe Blue Star Memorial takes its name from the blue star in the service flag. These memorials are a living memorial to “all those who have served or will serve in the nation’s armed forces”. The Blue Star Memorial Marker project was inaugurated by the New Jersey Garden Clubs in 1944. The garden clubs felt this highway project was a fitting memorial to the service people who have fought for our country. A Blue Star Highway System was outlined, consisting of one east-west and seven north-south highways. The program has now spread across our nation. There are 34 markers in the State of Virginia; the last was placed in 2006. Virginia’s designated Blue Star Memorial Highway is Rt. 301.
The Chester Garden Club is proud to place this marker in our community to honor all members of the armed forces, past, present and future.

Marty Wright has sent the following information on the event:-The Virginia Classic Cruisers volunteered to provide a Christmas Party for our Ward at the VA. It has to be on a Sat or Sun, one of the first couple weekends of Dec. (Most of them work all week, so a weekday is out.)-Who coordinates this with the Hosp?-They also requested a count of patients, family & staff, plus a list of appropriate things for gifts and stocking stuffers.-I have had zero success in trying to get through the VA Hosp system. I have not received any responses to several offers of donations for the troops.-I will take care of the Car Club end.-Please advise, this is a great opportunity to do something at Christmas for the Ward.b. Brian is calling Paulette Beasley at the VA to get a count and coordinate.-2. Next VA Pizza Lunch:a. Brian is waiting for a date from Paulette Beasley for the November (not December) Lunch. (Action officer: Garlene Wilson will finalize date and time and notify the membership.) John Hyde will provide sodas.b. We intend on having both a pizza lunch and Christmas Party in December. *Looking for Activities:
- No volunteers to date. Looking for someone to coordinate with the VA to schedule monthly functions and other opportunities that arise. This detail does not involve a lot of time and we would like to involve more of the membership in the monthly operations of the organization. (Open)
- Fund Raisers:
- At the April meeting we discussed ways to continue to generate revenue and off set the cost of our lunches at the VA. Charles Davidson was going to look into possible donations from KFC and John Hyde was going to contact Hardees. UPDATE: John Hyde received the appropriate forms from Hardees to request a donation. If we decide to ask Hardees to support our functions at the VA we need to provide at least 60 days notice to allow the corporate office to review our request and mail the appropriate vouchers. - UPDATE: Awaiting reply from Charles Davidson. Chester KFC donated a bucket of chicken for a previous luncheon. Chester KFC referred our request to their regional office for consideration. (OPEN)
- Associate & Honorary Membership:
- Membership voted and agreed to induct Honorary and Associate Members. MSgt Kovach is working is finalizing the amendments for the constitution and by-laws. (OPEN)
- Present Rear Admiral Heinrich with his Honorary Membership and member’s golf shirt on 17 April 2006. Admiral Heinrich expressed his sincere appreciation and gratitude to the organization and stated that he is honored to be an Honorary Member. (Closed)
- Membership drive underway. Encouraged attendees to canvas their work centers for new members. Dues are currently prorated at $2.00 a month for the remaining fiscal year. Annual dues will be collected in September. (OPEN)
- Charlie York will be retiring from the Naval Reserves on June 25th at the Norfolk Naval Air Station. Time is to be determined. All paid members are invited and encouraged to attend. (OPEN)
- Fund Raisers:
- Re-stated the importance of fund raisers to support our organization activities.
- Chief Wallace volunteered to contact Chili’s to determine if that have a similar program to Uno’s (OPEN)
- Sweatshirts, hats/ball caps, jackets, and shirts will be ordered monthly or bi-monthly. This will be determined by demand. (Action: Larry Kircher)

- Gary Raffle would like to canvas local golf course to determine if they would be willing to donate a dollar value back to the Association. Gary suggested that maybe the Association could schedule an outing and maybe $5 from each green fee would come back to the Association.

-Old Business: Discussed numerous ways for the organization to gain donations legally and by the book. Members agreed with utilizing Marty Wright’s letter for donations. Dusty will check on letter from Marty.Results: UKROPS offers 10% off for non-profit organizations. To gain non-profit status, the instructions alone are 50 pages long, could take a while to certify. Old Business: Discussed “Associate Members” & “Honorary Members”. (STILL OPEN)Results: Members agreed that the identification of membership needs to be more defined.Honorary- contributions of money & time and any business or person who has gone above and beyond with supporting the organization.Associate- People who have contributed immensely with volunteer work but do not meet the criteria of membership, i.e. Jr. enlisted, warrants, civilians.
-Old Business: Marty Wright has contacted numerous organizations to see if they would be willing to donate time, money or items to our friends at the Veterans Hospital. (OPEN)Results:Marty has done an outstanding job with this effort. The owner of Paradise Road Speed & Custom, (Mr. Wes Wolfe, Warrant, USA, Ret) has offered to pay for a dinner to the patients and guests at the hospital. Also, members of his Hot Rod Association donated $300.00 to our organization. Brian is to contact hospital for possible May lunch. (Action: Brian Kovach)
-Old Business: Charlie York attended Larry Evans Change of Command at the Civil Air Patrol. He stated the need for our organization to meet with Jr. Enlisted folks that Larry works with and explain to them our background in Navy & Army Aviation. Their main business is Air Force and some of them were not aware of the other services commitment with aviation. (OPEN)Results: Members agreed to support this cause and will provide a time in the future for us to visit with them. (ACTION: ALL MEMBERS)-New Business: Membership drive to commence now, recruiting new members. (ACTION: ALL MEMBERS)New Business: Charlie York will be retiring from the Naval Reserves June 25th at Norfolk Naval Station. The time is yet to be determined, (afternoon). -New Business: UNO’s fund raiser generated over $1,800 in sales, first time UNO’s management has ever seen this amount be raised. Money donated to the RAT III from this sale was $376.04. Mikal Brown’s table donated an additional $40.00 (CLOSED)-New Business: Sweatshirts, hats/ball caps, jackets and shirts will be ordered on either every two months or quarterly basis. Old Business: Secure software for DSCR RAT III web-site. (CLOSED)
Tim Farley has done an excellent job setting up this web site. Larry Evans did the interface work. External access is now possible. There will be three new categories established on the web site: Sponsors, Honorary Members and Associate members. This is to recognize the folks who not only sponsor our organization, but also those people who don’t qualify to be RAT III members, i.e. Officers, E-6 & below active & retirees, but still help us out tremendously with our efforts. This web site is a living document; it will continue to grow along with the association. Let us know how we can improve the site. Great job by both members! (Action: Evans & Farley)

Old Business: Looking into obtaining T-shirts, Golf shirts, coins, for TOP-III, Logo possibly from the local hockey team, River Rats. (Action: Kovach, Farley)... (OPEN)
Results: Attending RAT III members voted on Logo (E-7, E-8, E-9 Association, without 2nd Eye), see logo above. Once the start up cost for the shirts are established, the funds will come out of the association treasury. Shirts will then be available for current paid members at cost. Members who join the association after the shirts have been established will have to pay a little extra to off-set the start up cost, so join early and get your orders in once available.

New Business: Discussed supporting and representing the RAT III during the frocking of Capt Heinrich to Rear Admiral on Thursday, 12th of January at 1:30, Center cafeteria. Admiral Lippert will be there and we would like to download hard copies for an “Admiral Review” of what the TOP III has accomplished since inception. (OPEN)

New Business: Discussed possibly allowing E-6 and below, Officers and others, to possibly be able to join the organization as “Associate Members”. (OPEN)
Results: An amendment would have to be made to our Constitution & Bylaws to allow this to occur. The “Associate Members” could not hold office nor would they be able to vote, but support the association. A RAT-III Constitution & Bylaws Committee has been established to see what changes would be effected and how we could possibly allow this to happen. A lot of good people have volunteered and have helped us complete missions that otherwise may not have been so successful if it hadn’t been for the volunteers.
